Vision: Rectitude In

Mission:
To Establish A High Standard Of Morality In the conduct Of
Government
business through the enforcement of The Code Of
Conduct For
Public Officers.
(ii) Details of Business Transacted
Receive and process Assets Declaration Forms – Form CCB-1
Verification of Assets Declared in Form CCB-I
Investigation of complaints and petitions regarding breaches
of the Code of Conduct for Public Officers.
Prosecution of established cases of breach of the Code.
Monitoring compliance with the Code
Enlightening the public on the Code, consequences of breach
and the responsibility of the public as stakeholders in the
fight against corruption.
(iii)
Details of ‘Customer’
The Customers of
the Code of Conduct Bureau include the following:-
- All Public
Officers (including political office holders).
Government Anti-corruption Agencies such as Independent Corrupt
Practices
And
Other Related Offences Commission (ICPC), the Judiciary, the
Nigerian Police State Security Service (SSS), National
Intelligence Agency (NIA), Public Complaints Commission, (PCC)
Public Accounts Committee, (PAC)
- The
Presidency
- The
General Public
- Mass Media
Non-Governmental bodies including Anti-corruption organisations
such as
Transparency
in Nigeria (TIN), Campaign for Democracy (CD).
(iv)
Statement of Services
The Code of
Conduct Bureau shall obtain updated Nominal Rolls of all public officers
from the following organisations:- Office Of The Head Of Service Of The
Federation (OHSF), - Office Of The Secretary To The Government Of The
Federation (OSGF) and the Federal Civil Service Commission (FCSC). This
is to guide the Bureau in the administration of Assets Declaration Forms
to Public Officers.
- Issue
Assets Declaration Form CCB I free of charge to Public Officers on
assumption of duty, thereafter, every four years and on leaving the
service.
- Issue
Assets Declaration Form CCB I free to Political office holders on
assumption and vacation of office.
- Receive
completed Assets Declaration Forms and retain custody of same.

Computerise the details of completed Assets Declaration Forms for
easy retrieval and other purposes.
- Carryout
verification of Assets declared by Public Officers.
- Receive
petitions and complaints from members of the Public on breach of the
Code, such as bribery, corruption, abuse of office etc. Such
petitions/complaints shall be in written form and duly signed.
- Pursuant
to above, every petition/complaint received shall be acknowledged
within 48hrs.
- All such
petitions/complaints shall be processed and preliminary
investigation commenced within two weeks of receipt.
- At the end
of every investigation exercise, the petitioner(s) shall be
informed/notified in writing, of the outcome of the petition.
- The
investigation process shall maintain confidentiality of the
petitioner(s)/witnesses unless other wise stated by such persons.

Established breach of the Code shall after investigation, be
forwarded to the Code of Conduct Tribunal (CCT) for prosecution
within two weeks on completion of investigation.
- The Bureau
will use the Mass Media, Posters, Stickers, Sponsored Programmes,
Hand Bills, Bill Boards, Children’s Programmes, Public Fora, and
Workshops to enlighten the public on the following:

Provisions of the Code of Conduct for Public Officers as spelt
out in CCB Act Cap 56 LFN1990.

Consequences of breach of the Code
- Their
responsibilities as stakeholders to be vigilant, and
- Their
obligation to report any breach of the Code to the Code of
Conduct Bureau for action.

Where to get the Services
- Public
Officers may collect Assets Declaration Forms at the following points:
For those in
Abuja:
(a) The Code of
Conduct Bureau,
Block 3,
Matadi Street
Zone 3,
Wuse
Abuja
(b) The Code of Conduct Bureau State Offices, in all the
State Capitals in Nigeria and FCT Office – Gwagwalada.
- All petitions
and complaints on breach, such as bribery, abuse of office, conflict
of
interest, immoral acts, negligence of duty shall be reported in
writing to The Chairman, Code of Conduct Bureau, Abuja or
through the nearest CCB State Office in the Country.
(vi)
Details of Grievances Redress Mechanism, and
how to
access it.
All
grievances against services offered by the Bureau or against any
Officer(s) of the Bureau shall first be reported to The Chairman.
Secondly the
Chairman shall review/verify the grievances.
Thirdly the
Chairman shall take necessary steps to ensure that justice is done.

Petitions/Suggestions could also be dropped in any of the suggestion
Boxes- at the Bureau Headquarters, State Offices and other
designated areas.
(vii)
Expectations From the Customer
- Every
Public Officer is expected to declare his/her Assets on assumption
of duty, thereafter, every four years and on leaving the service.
- Every
Public Officer is expected to return the completed Assets
Declaration Form to the Bureau within 30 days of receipt at the
point of collection of the Form.
- All
Political Office-holders are expected to declare their Assets on
assumption of duty and on vacation of office.
- It is the
moral duty and responsibility of every citizen to report observed
breach of the Code including corrupt practices such as bribery,
abuse of office, negligence of duty, immoral acts etc to the Bureau
for action.
- No one
should offer an officer of the Bureau gratification, bribe or any
other form of gift as inducement in order to influence him/her in
the performance of his/her duties.
- The public is
expected to report the demand for gratification or inducement by an
officer of the Bureau during the performance of his/her.
